OpenAI Is Helping Set Global AI Safety Standards

OpenAI is stepping up its push to shape global AI safety standards, announcing its role in co-founding the Appia Foundation, a new initiative hosted by the Linux Foundation. The effort is aimed at creating open, modular specifications that translate international standards and established frameworks into practical assessment criteria across the AI supply chain.
The move comes as AI systems grow more capable and the gaps in how governments, companies, and independent evaluators assess them become harder to ignore. Without shared technical language and comparable evaluation practices, nations risk operating in silos, making coordinated responses to AI-related risks far more difficult. Appia is designed to fill that gap by establishing a trust layer through which third parties can check conformity with standards in a way that is reusable across organizations and jurisdictions.
OpenAI frames this as a natural extension of work already underway. The company recently published a blueprint for democratic governance of frontier AI that calls for a durable U.S. regulatory framework, a strengthened Center for AI Standards and Innovation (CAISI), and broader international cooperation. That blueprint also outlines the need for compatible safety frameworks and trusted channels for sharing risk findings across borders, precisely the kind of structure Appia is now meant to support.
The company also points to its shared playbook for trustworthy third-party evaluations and its testing partnerships with both US CAISI and UK AISI as early proof of the model working in practice. Those partnerships produced concrete safety improvements in OpenAI systems, and the company wants those practices codified into something other organizations can adopt and build on.
Appia is not OpenAI’s only standards play. The company is already active in ISO/IEC AI standardization committees, the NIST-led AI Safety Institute Consortium, the Frontier Model Forum, the Coalition for Secure AI, the C2PA, and several IETF and FIDO Alliance processes.
What sets the Appia effort apart is its focus on interoperability at scale, getting different organizations, supply chains, and regulatory regimes to speak the same technical language on global AI safety standards. As capable AI systems increasingly cross borders and sectors, that kind of shared infrastructure may matter as much as any individual safety policy
