OpenAI Scales Codex to Enterprises Worldwide Through Major Consulting Partnerships

OpenAI is making its most aggressive push yet to embed its Codex AI coding agent inside the world’s largest companies, announcing a wave of strategic consulting partnerships designed to accelerate OpenAI Codex enterprise deployment at a global scale.
On April 21, 2026, Cognizant announced it had been named among a select group of partners chosen by OpenAI to scale the impact of Codex across enterprise clients worldwide.The tech services giant is embedding Codex directly into its Software Engineering Group, aiming to make it a standardized part of how it builds and delivers software.
The same day, CGI expanded its global partnership with OpenAI focused on Codex, with tens of thousands of its engineers and consultants already using Codex to automate tasks, modernize legacy code, speed development, and embed AI across government, public safety, and commercial sectors.
The partnerships are by design, not coincidence. OpenAI Chief Revenue Officer Denise Dresser told the Wall Street Journal that its Codex consulting partners will help the company reach more potential enterprise customers than it could on its own, saying the partnerships will “allow us to help scale that to the world.”She added that beyond code updates, partners will help bring Codex into every line of business including marketing, finance, and sales areas where coding agents have had little to no presence.
The push comes as Codex has hit 3 million weekly active users, and enterprise now accounts for more than 40% of OpenAI’s revenue, with the company on track for enterprise and consumer revenues to reach parity by the end of 2026. OpenAI Within ChatGPT Business and Enterprise specifically, Codex users grew sixfold between January and April 2026.
OpenAI Codex enterprise deployment is being positioned as far more than a coding tool. Dresser said Codex and Frontier a platform OpenAI debuted in February to help businesses develop AI agents are designed to help automate parts of all knowledge work.
Cognizant engineers are already applying Codex across the software development lifecycle in client engagements, including AI and machine learning model development, code refactoring, agentic solution development, and legacy system modernization. These are exactly the kinds of high-complexity, high-stakes workloads that have historically stalled enterprise transformation programs for years.
As part of the CGI agreement, CGI joins a select group of partners with early access to OpenAI’s latest capabilities, with the arrangement including joint go-to-market efforts, training bootcamps, innovation programs, and early access to new Codex launches.
The competitive backdrop is unmistakable. Reuters reported that pressure from Anthropic’s Claude Code had led OpenAI to redirect resources toward Codex and enterprise tools as part of a broader strategic refocus.OpenAI is clearly betting that putting Codex in the hands of the world’s top systems integrators gives it a distribution advantage no competitor can easily replicate.
